I've seen an agent that had Ice Miner II's as a possible up and coming bpo. All the rest say nothing imminent. That could change suddenly and on a whim from ccp.

I'm about to attempt this, lvl 4, myself, hopefully it will work out for me. I don't reccomend using the tractor, but that's just me. Do kinetic damage, of course, in your 800mm's. I bet you can do it just fine.
